Shanghai's "Xingshu Plan" aims to deploy 1,000 satellites by 2032, sending million-TOPS computing power into orbit

Shanghai announced its "Xingshu Plan" at an industry conference on October 27, alongside plans to set up a satellite internet industry fund backed by city-level investment platforms and private capital. The plan proceeds in three phases, targeting 32 POPS of computing power and 200 Gbps inter-satellite links in 2026–2027, scaled space computing in 2028–2030, and 1,000 satellites with million-TOPS-class computing in orbit by 2032. It matters because it ties satellite deployment directly to in-orbit computing, positioning Shanghai in the race for space-based AI infrastructure.
