Shanghai Issues Action Plan to Accelerate Next-Generation Intelligent Manufacturing

Shanghai's economic and information commission has issued an action plan for next-generation intelligent manufacturing, targeting full smart-factory coverage among key manufacturers by 2028. It sets goals of 500 advanced smart factories, more than 2,000 AI application scenarios in manufacturing, 10 vertical large models, over 300 high-level agents, and 8,000 humanoid robots deployed in factories. The plan matters because it quantifies how one of China's largest industrial cities intends to scale AI from pilot projects into factory-wide deployment.
