New York Law Bans Unsafe AI Chatbot Services for Minors
New York Governor Kathy Hochul signed a law on October 28 banning unsafe AI chatbot services for minors, covering impersonation, emotional dependency, encouragement of self-harm or suicide, isolation, and sexual or child sexual abuse content. Companies must verify age by multiple methods and delete age data afterward, with the state attorney general able to seek civil penalties of up to 25,000 US dollars per violation. The law matters because at least 72% of teenagers have used an AI companion, according to Common Sense Media, putting chatbot providers under direct state-level compliance pressure.
