China proposes export controls on its advanced AI models and chip designs
China's commerce and science ministries have proposed adding 23 AI technologies, including large models, AI agents and chip designs, to the country's export control list. The draft would cover weights and source code of models with at least 2 trillion parameters or ranked in the world's top 10, and chip design know-how at 14 nanometres or below, while exempting open-source technology; a temporary export registration rule already took effect on 16 October. If adopted, it would be a major tightening of China's controls over its most advanced AI technology.
